I. Project Name: Guilin Hengbao Canteen Bulk Food Distribution Project

III. Procurement Content

1. Food items such as rice, flour, grains, oils, seasonings, dried goods, and eggs;

2. Frozen products, fresh vegetables, seafood, pork, beef, lamb, poultry and other fresh ingredients;

3. Delivery period: 2 years;

IV. Qualification Requirements for Bidders

1. Bidding companies must have been registered and established before January 1, 2022, and be registered in Guilin City. They must be reputable delivery companies with independent legal status, holding valid business licenses, food production licenses, or food distribution licenses—along with other relevant delivery qualifications. The scope of business indicated on these licenses must align with the types of ingredients to be supplied. The company must also hold insurance coverage for safety and security. In the past three years, the company must have had no food safety incidents, no serious violations of laws and regulations, and no adverse credit records. A bank credit report must be provided.

2. Proof of a fixed office operating location (purchase or lease contract, with an operating space of ≥500 square meters) and proof of independent legal entity status;

3. Possess the capacity to independently assume civil liability (Bidders must submit scanned copies of their business license, organization code certificate, and tax registration certificate— or a scanned copy of the unified business license that combines all three certificates—sealed with the official company stamp).

4. Possess good commercial credit and a sound financial accounting system (provide an audit report (or financial statements) for the most recent fiscal year prior to the bid opening, as well as a scanned copy of a creditworthiness certificate issued by the bank where the company’s basic account is held within the three months preceding the bid opening, stamped with the official seal).

5. Possess the equipment and service capabilities necessary to perform the contract (provide a letter of commitment confirming the availability of the equipment and services required to fulfill the contract);

6. In the past three years (prior to the bid deadline for this project), the bidder has not been listed by “Credit China” (website: www.creditchina.gov.cn) as a discredited person subject to enforcement or involved in major tax violation cases.

7. This project does not accept bids submitted by consortia.

8. From the date of publication of this announcement, bidders shall, within 21 calendar days, provide photocopies of their business license, confidentiality commitment letter, and the ID card of the company’s legal representative, all stamped with the official seal of their organization. They must also submit proof of similar project performance over the past year, likewise stamped with the official seal of their organization. Additionally, they shall provide financial statements for the past year, including the balance sheet, income statement, and cash flow statement, all stamped with the official seal of their organization. Furthermore, they should send to zbzy@zhonghongpulin.cn the basic information from Qichacha as well as relevant risk assessment reports, accompanied by a written description specifying the particular projects in which they have participated. Bidders will be considered pre-approved upon receiving a reply email from the tendering party within two working days. Only those who pass the pre-approval process may proceed to submit their bids.

 

V. Method for Obtaining Tender Documents

1. All interested bidders are requested to log on to the official website of Zhonghong Pulin Group Co., Ltd. (http://www.zhonghongpulin.cn/)—News Center—Public Notices, or to the official website of Guilin Hengbao Health Protection Co., Ltd. (https://www.hbmchina.com/news.html)—News Center—to download the bidding documents from October 27, 2025, to November 27, 2025.

2. The tendering party does not provide any other means of obtaining the tender documents.

6. Submission and Opening Location of Bidding Documents

1. The bid submission deadline for this project is 9:00 a.m. on November 27, 2025 (Beijing Time). Bidders shall submit their bid documents before the bid deadline. The address for delivering bid documents is: No. 1-2, Shuijing East Road, Suqiao Town, Yongfu County, Guilin City, Guangxi Province, Guilin Hengbao Health Protection Co., Ltd., Yao Enfeng, 18078360008.

2. To avoid delays in bid submission that might prevent timely bid opening, bidders are required to send an electronic version of their bid documents simultaneously with the physical submission to the email address designated by the tendering party. The content of the electronic bid must be identical to that of the physical bid documents; otherwise, the bid will be deemed invalid and the quotation will be considered null and void.

3. The bidding will be conducted in a face-to-face opening format. The bidding location is: No. 1-2, Shuijing East Road, Economic and Technological Development Zone, Yongfu County, Guilin City – Guilin Hengbao Health Protection Co., Ltd.

7. Bid Opening Time and Evaluation Method

1. Bid opening time: 9:00 a.m. on November 28, 2025 (Beijing Time). In the event of any changes to the bid opening time, the official notice issued in advance by the tendering party shall prevail.

2. Bidding Evaluation Method: This bidding process will determine the winning bidder using a comprehensive scoring method, taking into account factors such as qualifications and reputation, food ingredient quality, supply stability, price reasonableness, service level, and food safety control measures.

VIII. Other Matters

1. After the bidding process is completed, the procuring entity will send a notice of award to the successful bidder and a notice of non-award to the unsuccessful bidders.

2. After the tendering party determines the winning bidder, it will sign a “Clean and Honest Cooperation Agreement” with the winning bidder.

3. If the tendering party engages in any illegal activities or fails to comply with the requirements specified in the tender documents during the bidding process, bidders may file a complaint. The complaint email address is: tsjb@zhonghongpulin.cn.

4. Regardless of whether or not the bidder wins the contract, the bidder’s tender documents will not be returned.

5. All costs incurred by the bidder in participating in the bidding shall be borne by the bidder.
