Tender Announcement: Sale of Deproteinized Natural Latex by Guilin Hengbao Health Protection Co., Ltd.

I. Project Name: Guilin Hengbao Health Protection Co., Ltd. Deproteinized Natural Latex Sales Project

2. Delivery Address: No. 1-2, Shuijing East Road, Economic and Technological Development Zone, Yongfu County, Guilin City – Guilin Hengbao Health Protection Co., Ltd.

3. Sales Content: Open tender for the sale of approximately 230 tons of defatted natural latex (including base latex).

IV. Bidding Requirements

1. The minimum bid price for this public auction is RMB 7,000 per ton (inclusive of tax), and the base adhesive is sold together with the main product; the base adhesive will not be quoted separately and will be priced at the same level as deproteinized natural latex.

2. Bidding companies may, according to the contact information provided in this announcement, conduct on-site inspections or collect samples for testing at the tenderer’s premises, or have the tenderer mail samples (select one of the adhesive pools and take a sample weighing no more than 1,000 grams) to the bidding company. The tenderer will bear the postage costs, while the bidding company will be responsible for the testing fees.

3. After testing the samples, the bidding unit assumes the quality risk associated with this batch of deproteinized natural latex.

4. The winning bidder shall independently draw the deproteinized latex from the latex pool where it is stored by the tendering party. The tendering party may assist by providing latex-drawing tools and a forklift. The winning bidder shall be responsible for its own packaging and transportation.

5. After signing the contract, the winning bidder must complete all payment of goods and arrange for the clearance and transportation of the goods within one month.

V. Bidding Method

1. In principle, the winning candidate shall be determined through a single-round bidding process.

2. In the event of a tie for the highest bid, those bidders who submitted the same highest bid will be invited to submit a second bid online (with a bid no lower than the previous highest bid). Bidders must participate in the second round of bidding via video conference. If the highest bid remains tied after the second round, the tendering party will draw lots at the bidding meeting to determine the winning bidder.

VI. Method for Obtaining Tender Documents

1. All interested bidders are requested to log on to the official website of Zhonghong Pulin Group Co., Ltd. (https://www.hbmchina.com/news.html)—News Center—to download the bidding documents from August 20, 2025, to September 15, 2025.

2. The tendering party does not provide any other means of obtaining the tender documents.

7. Bid Opening Time and Location

The tendering party tentatively schedules the bid opening and evaluation for the sale of deproteinized natural latex to be held at Guilin Hengbao Health Protection Co., Ltd. at 9:00 a.m. on September 16, 2025. The bid opening will be conducted via online video conferencing. Should the bid opening time be changed, the notice from the tendering party shall prevail.

8. Method of Submitting Bidding Documents

1. The bid submission deadline for this project is 09:00 on September 15, 2025 (Beijing Time). The bid opening will take place at 09:00 on September 16, 2025 (Beijing Time). Bidders must send their bid documents by express delivery before the bid opening time (the date of delivery shall be determined by the tracking number received by the procuring entity). 2. To avoid delays in bid submission that might prevent timely bid opening, bidders are required to send an electronic version of their bid documents to the email address designated by the tendering party at the same time they mail their paper bid documents. The content of the electronic bid documents must be identical to that of the paper bid documents; otherwise, the bid will be deemed invalid and the quotation will be considered null and void.

9. Other Matters

1. After the bidding process is completed, the procuring entity will send a notice of award to the winning bidder and a notice of non-award to the bidders who did not win the contract.

2. After the tendering party determines the winning bidder, it will sign a “Clean Conduct Cooperation Agreement” with the winning bidder.

3. If the tendering party engages in any illegal activities or fails to comply with the requirements specified in the tender documents during the bidding process, bidders may file a complaint. The complaint email address is: tsjb@zhonghongpulin.cn.

4. Regardless of whether or not the bidder wins the contract, the bidder’s tender documents will not be returned.

5. All costs incurred by the bidder in participating in the bidding shall be borne by the bidder.
